PEMCO’s Lee reelected chair of HLDI Board of Directors

Dawn Lee, chief product and underwriting officer at PEMCO Mutual Insurance Company, will remain chair of the Highway Loss Data Institute’s Board of Directors for 2026. Lee took the helm of the board last July.

“Dawn's deep experience in underwriting and product development will be an asset to HLDI in the coming year as we seek opportunities to expand our safety data analytics,” said David Harkey, president of HLDI and the Insurance Institute for Highway Safety. “I am excited to see what greater insights we can provide to our members under her leadership.”

Harkey noted that PEMCO has been a staunch supporter of the Institutes for more than 35 years and this is not the first time its representatives have played a leadership role.

Lee’s time on the Board comes as IIHS-HLDI is working toward its 30x30 vision to reduce U.S. road fatalities 30% by the end of the decade.

“As I reflect on the first part of my term as chair, I’m encouraged by the meaningful progress we’ve made on the 30×30 initiative since its launch just over a year ago, with early estimates showing that U.S. roadway fatalities are down more than 15% in 2025 compared with our 2022 baseline,” Lee said. “I’m eager to continue partnering with the HLDI team as they develop new data sources to support both safety research and better insurance insights.”

Robert Harrington, corporate data officer at Erie Insurance Group, remains vice chair of the HLDI Board.
