To get a learners permit you must
Have a minimum age of 15, 6 months1
Before getting an intermediate or restricted license you must
Have your permit for 9 months1
Complete minimum supervised driving of 45 hours, 15 of which must be at night
Have a minimum age of 16, 3 months2
Restrictions during intermediate or restricted license stage
Nighttime restriction midnight-4 a.m. 1 secondary enforcement
Passenger limit (family members excepted unless otherwise noted) first 12 months—no more than 1 passenger younger than 21; thereafter, no more than 3 passengers younger than 21 secondary enforcement
Minimum age at which restrictions may be lifted
Nighttime restriction until age 18 (min. age: 18)
Passenger restriction until age 18 (min. age: 18)

2In Virginia, driver education is required for license applicants younger than 18. Northern Virginia and nearby counties (Planning District 8) have implemented a 90-minute segment for parents of driver education students. The parent component may be provided outside of Planning District 8, at the discretion of each local school board.
