A national forum to develop a model speed management pilot program

Speeding is a factor in the deaths of approximately 10,000 people each year in the U.S., but this problem is not being addressed comprehensively. The Insurance Institute for Highway Safety and the Governors Highway Safety Association will convene a speeding forum to develop a pilot speed management program. A diverse group of stakeholders is invited to consider all aspects of building a model program including engineering, high visibility enforcement and communications.

Now is the time to deal with this persistent problem. Without a strategy to stop speeding, the goal of zero traffic fatalities is unattainable.

Prior to joining ITE, Ms. Abel was the planning director for the town of St. Michaels, Maryland, and the community design manager/director at the ESLC Center for Towns on the Eastern Shore of Maryland. She is a former president of the Association for Community Design and a certified professional in Social Economic Environmental Design (SEED).

Lee Axdahl has served under three South Dakota governors as highway safety director and has achieved success in reducing speed and impaired-driving fatalities during his tenure. Mr. Axdahl has an extensive background in delivering demographically targeted messaging. Prior to public service, he owned a number of highly successful media and sign outlets. He is Treasurer of the Governor’s Highway Safety Association and has served on many community and statewide boards, including Make-A-Wish of South Dakota and the South Dakota Amateur Hockey Association. He is also past president of the South Dakota Broadcasters Association. Mr. Axdahl is firmly anchored in the belief that targeted messaging delivered in a consistent and repetitive manner changes behavior on all fronts.

She is also a graduate of the Virginia Collaborative Leaders Program through IEL, the Sorensen Institute for Political Leadership at UVA, and the Center for Creative Leadership. Tara Casanova-Powell is the Principal of Casanova Powell Consulting, an independent traffic safety research consulting firm and the current Executive Director of the Association of Traffic Safety Information Professionals (ATSIP). Ms. Casanova-Powell has over 20 years of experience in the field of road safety. The bulk of Ms. Casanova-Powell’s early career was at Preusser Research Group (PRG), where she worked for 17 years. Ms. Casanova-Powell led several national and state projects involving alcohol- and drug-impaired driving, occupant protection, teen driving involving graduated licensing, pedestrian and bike safety, older drivers and distracted driving and speed. Currently, Ms. Casanova-Powell is the project lead for a NHTSA cooperative agreement with the Network of Employers for Traffic Safety to expand employer-based traffic safety programs in the U.S. through assistance from State Highway Safety Offices (SHSO). Ms. Casanova-Powell is also a consultant for the Governors Highway Safety Association (GHSA) Consulting Services Initiative. Ms. Casanova-Powell is a founding member of the Connecticut Statewide Impaired Driving Task Force, a faculty staff member for the National Center for DWI Courts (NCDC), and a member of the Drugged Driving Committee at the Institute for Behavioral Health. Ms. Casanova-Powell was recently appointed to the Leadership Committee of the Transportation Research Board Alcohol and Other Drugs Committee and the Treatment Measures Working Group of the International Council of Alcohol, Drugs and Transportation Safety, where she is also member. In addition, Ms. Casanova-Powell currently serves as an expert panelist for the Behavioral Traffic Safety Cooperative Research Program 2018 Distracted Driving Initiative.

Co-Deputy Director, Transportation Alternatives

Marco Conner is co-deputy director at Transportation Alternatives in New York City. He is involved in all aspects of the organization, which aims to create livable, inclusive and safe streets in NYC and to advocate for walking, biking and public transit as alternatives to car travel. In this role he helped lead a multi-year campaign to successfully enact historic legislation allowing speed safety cameras in 750 school zones and has drafted or originated several laws and policies that are part of Vision Zero in New York City. He is an expert in electric micro-mobility policy and has written extensively about the proper role of enforcement in Vision Zero and how to achieve both effective and equitable enforcement practices to reduce traffic fatalities, injuries and the harm from inequitable policing. Mr. Conner has a background in freight logistics and manufacturing and holds a J.D. from Cardozo School of Law and a bachelor’s degree in politics and international relations from the London School of Economics.

Captain Thomas Didone is a second-generation police officer who joined the Montgomery County Police Department in 1986.

During Captain Didone’s 33-year career with the department he has served in a variety of patrol, traffic, technical, tactical and supervisory positions. In August 2010, Captain Didone was assigned to his current position as the director of the Traffic Division.

Captain Didone is responsible for managing the daily operations of the Collision Reconstruction Unit, Alcohol Initiatives Section, Commercial Motor Vehicle Section, Automated Traffic Enforcement Unit and School Safety Section. Additionally, Captain Didone also provides oversight in all the department’s traffic-related programs, polices and initiatives that include national enforcement campaigns, special events and the agency's Collision Review Committee. In addition to his regular duties, Captain Didone also serves on the International Association of Chiefs of Police Highway Safety committee and on the Montgomery County Vision Zero Steering Committee.

Captain Didone is the department’s foremost authority on automated traffic enforcement, youth underage drinking and many other matters involving traffic issues. He is a nationally recognized expert and speaker on these issues and has been responsible for developing several traffic safety related enforcement programs implemented by law enforcement agencies across the country. Captain Didone is also the recipient of Advocates for Highway and Auto Safety 25th Anniversary Highway Safety Hero Award.

Eric T. Donnell is a professor in the Department of Civil and Environmental Engineering at Penn State, and director of the Thomas D. Larson Pennsylvania Transportation Institute. He has 21 years of teaching and research experience related to geometric design of highways and streets, speed management, and traffic safety. He has served as principal or co-principal investigator on research projects from sponsors including the National Cooperative Highway Research Program, Federal Highway Administration, PennDOT, National Institute of Occupational Safety and Health, New York City DOT, Montana DOT, and the Department of Defense. .

Dr. Donnell has published more than 60 peer-reviewed journal articles and more than 30 technical research reports, including several related to speed management. He currently chairs the Transportation Research Board’s Design Section, and is past chair of the TRB Geometric Design Committee. He is an associate editor of the journal Accident Analysis and Prevention, as well as associate editor in the design and safety areas for Transportation Letters. Dr. Donnell is a past leadership fellow of the Eno Foundation.

Since joining IACP in April 2004, Mr. Fergus has overseen several federally funded projects involving law enforcement applications of video and imaging technology, including in-car cameras, video surveillance technology and forensic video analysis. He currently oversees the IACP traffic safety initiatives, as well as the IACP One Mind Campaign and projects focused on elder abuse, financial targeting of elderly victims, and cyber security.

King W. Gee is the director of engineering and technical services for the American Association of State Highway and Transportation Officials (AASHTO), a nonprofit, nonpartisan association that advocates for transportation-related policies and provides technical services to support states in their efforts to efficiently and safely move people and goods. Mr. Gee oversees the development of hundreds of technical publications and standards, including those for bridges, pavements, geometric design, construction, maintenance, materials and system operations; the development and licensing of AASHTOWare software products; the review and accreditation of laboratories through the AASHTO re:source Program (formerly AMRL); the evaluation of transportation products; radio frequency filings with the FCC; the support to numerous AASHTO committees and task forces; and the implementation of products from the second Strategic Highway Research Program (SHRP2). He also oversees AASHTO’s engagement on connected and autonomous vehicles from a technical and policy perspective.

Previously, Mr. Gee had a 35-year career with the Federal Highway Administration (FHWA) where he served in positions related to engineering and program management issues. His last assignment there was as FHWA’s Associate Administrator for Infrastructure. Before that, he was FHWA’s Director of International Programs. Born and raised in New York City, he holds a bachelor’s and master’s degree in civil engineering from the Rensselaer Polytechnic Institute.

Michael S. Griffith has worked for the United States Department of Transportation for almost 30 years as a senior leader for various highway safety programs. Michael currently serves as the director of the Office of Safety Technologies at the Federal Highway Administration (FHWA). He provides national leadership for safety technologies and countermeasures, policy initiatives and effective safety investments. He leads the agency's Every Day Counts safety innovations.

In previous positions, Mr. Griffith was director of the Federal Motor Carrier Safety Administration's Office of Analysis, Research, and Technology and technical director of FHWA's Office of Safety Research and Development.

Mr. Griffith has been involved with several international safety efforts and led the recent completion of the World Road Association's Road Safety Manual as the task force chair. He is actively involved with the Transportation Research Board (TRB) and currently serves as TRB's Group Safety and Systems Users group chair.

Mr. Griffith's contributions are captured through many U.S. and international publications. He holds a master's degree in transportation engineering from the University of Maryland, a master's degree in statistics from State University of New York at Buffalo, and a bachelor's degree in business management from Ithaca College.

Darrin Grondel was elected as chair of the Governors Highway Safety Association (in August 2018. Before that, he served as GHSA secretary for three years.

Mr. Grondel was appointed director of the Washington Traffic Safety Commission (WTSC) by Governor Christine Gregoire in 2012 and reappointed by Governor Jay Inslee in 2013. In this role, he provides statewide leadership in all aspects of traffic safety, with a heavy emphasis on human behavioral issues that affect traffic safety. He was recently elected as chair of the Washington State Autonomous Vehicle Working Group.

Mr. Grondel represents the GHSA on the DRE Technical Advisory Panel and the Highway Safety Committee for the International Association of Chiefs of Police. He also serves on the National Sheriffs Association’s Traffic Safety Committee. He has contributed to several national projects related to drug-impaired driving, autonomous vehicles and the Toward Zero Deaths national strategy.

Prior to his role as the WTSC director, Mr. Grondel served 25 years with the Washington State Patrol, retiring with the rank of captain in May 2017.

Mr. Grondel has a doctorate in organizational leadership from Brandman University (2016), a master's in public administration from the Evergreen State College (2004), and a bachelor's in political science from Brigham Young University (1995).

David L. Harkey is president of the Insurance Institute for Highway Safety and the Highway Loss Data Institute.

Before taking the helm at IIHS-HLDI in 2018, Dr. Harkey, an engineer by training, led the University of North Carolina Highway Safety Research Center for 11 years. There he directed numerous projects to develop tools and strategies for enhanced safety analysis, improve safety data for researchers and decision makers, and develop training materials for safety practitioners.

Dr. Harkey's own research has focused on improving roadway design and operations for all users, including motorists, pedestrians and bicyclists. He has led major research programs and projects for the Federal Highway Administration, National Highway Traffic Safety Administration and other public agencies throughout his career and published numerous technical reports and peer-reviewed articles on road safety.

Dr. Harkey received a doctorate in civil engineering from North Carolina State University and a master's degree and bachelor's degree in civil engineering from the University of North Carolina at Charlotte. He is actively involved in several professional organizations, including the Transportation Research Board, the Institute for Transportation Engineers and the Association of Traffic Safety Information Professionals.

Peter Kurdock is the General Counsel for Advocates for Highway & Auto Safety. Mr. Kurdock is Advocates’ chief legal officer and directs the organization’s regulatory program. Additionally, he has served on numerous expert panels addressing a variety of highway safety issues convened by entities such as the U.S. Department of Transportation, the National Transportation Safety Board and the United States Congress. Mr. Kurdock also regularly appears on Sirius-XM radio’s Road Dog News program and has been quoted in Politico, Automotive News, Car and Driver Magazine and the Detroit News.

Mr. Kurdock is currently a member of the Truck and Bus Safety Committee of the Transportation Research Board of the National Academies of Sciences, Engineering and Medicine. In 2015, he was appointed by the Federal Motor Carrier Safety Administration (FMCSA) to serve on the Entry-Level Driver Training Advisory Committee (ELDTAC). The ELDTAC was established to conduct a negotiated rulemaking on entry-level driver training for drivers of commercial motor vehicles.

Prior to joining Advocates in 2013, he worked in the legislative departments of several non-profit organizations in Washington, D.C. Mr. Kurdock also served as a legislative aide to U.S. Senator Frank R. Lautenberg (NJ) and Congressman Bill Pascrell, Jr. (NJ-9) where he handled transportation issues.

Mr. Kurdock is a graduate of New York University and Seton Hall University School of Law where he was a member of the moot court board and worked in the chambers of a United States District Court Judge. After law school, Mr. Kurdock practiced civil litigation with a private law firm. He is a member of the bar of the District of Columbia, New Jersey and New York (inactive) as well as numerous Federal Courts.

Ms. Milano is an accomplished practitioner of public health and public safety campaigns. Her expertise in advocacy, campaign management and advertising has helped change behaviors and laws across the country, including increasing tobacco taxes to fund youth prevention programs and passing smoke-free air laws. Her innovative thinking helped create the new social norm of putting kids in the back seats of cars, raise seat belt use to an all-time high and make it harder for intoxicated drivers to get behind the wheel. Ms. Milano currently serves on the National Board of MADD.

Jake Nelson is the director of traffic safety advocacy and research for AAA. He leverages his training as an epidemiologist and in public policy as the nonprofit's chief safety expert. Mr. Nelson frequently represents the AAA federation before state policy audiences, Congress and U.S. federal agencies to persuasively state the case for AAA’s public policy recommendations and programmatic interventions.

Mr. Nelson excels at translating complex research into evidence‐based policies, research‐validated interventions, and easy‐to-understand language for the media, policymakers and the general public. He has been featured in national media outlets, including USA Today, The New York Times, ABC’s World News Tonight, PBS NewsHour and The Dr. Oz Show.

Russ Rader is senior vice president for communications at the Insurance Institute for Highway Safety. He joined the Institute in 2001 and serves as the primary contact for journalists seeking traffic safety information or interviews with Institute researchers.

Mr. Rader previously worked as public affairs director for the U.S. Consumer Product Safety Commission. He received a bachelor's degree from the University of Nebraska at Lincoln.

Michael Replogle has served since 2015 as deputy commissioner for policy for the New York City Department of Transportation, where he is responsible for strategic planning and guides new and emerging programs. An advisor to the commissioner and City Hall, he helps shape the city’s highly successful Vision Zero traffic safety initiatives, which have cut road traffic deaths 28 percent in four years. Key areas of his focus include bike sharing, car sharing, and for-hire vehicle policy, as well as parking, freight policy, motor vehicle electrification, federal policy, autonomous vehicle policy and engagement with regional transportation agencies.

In 1985, Mr. Replogle founded the Institute for Transportation and Development Policy. In 2009 he helped start the Partnership on Sustainable Low Carbon Transport. He chaired the board of both organizations for many years, leading them as they advanced sustainable transportation worldwide. In 2012, he helped secure a $175 billion, 10-year commitment for more sustainable transportation from the eight largest multilateral development banks.

Mr. Replogle served as transportation director for the Environmental Defense Fund, shifting funding to favor walking, cycling, and public transportation and working for federal and regional transportation policy reforms to improve air quality and public health. He has degrees in civil and urban engineering and sociology from the University of Pennsylvania.

Christian Richard is a senior scientist at Battelle’s Center for Human Performance and Safety. Dr. Richard has over 20 years of experience conducting human factors research related to driver behavior and safety, including multiple projects for that have examined speeding for the National Highway Traffic Safety Administration. Much of his speeding research has focused on using naturalistic driving data to examine real-world speeding behavior, supplemented by self-reported measures of driver attitudes, beliefs and behaviors regarding speeding.

Lt. Michael Rodriguez has been a police officer with the Buffalo Grove Police Department for over 22 years and is currently assigned as the lieutenant of administrative services. Lt. Rodriguez holds a master’s degree in law enforcement and justice administration from Western Illinois University and is a certified police executive with the Illinois Training and Standards Board. He is a graduate of Northwestern University’s School of Police Staff and Command and an FBI National Academy graduate of class 274. Lt. Rodriguez has led the Buffalo Grove Police Department’s Traffic Unit for over five years. The unit has won numerous awards and accolades for excellence in traffic safety, including the prestigious International Association of Chiefs of Police Law Enforcement Traffic Safety Challenge and the Illinois Association of Chiefs of Police version of the same award. Lt. Rodriguez is a current member of the IACP Highway Safety Committee, on which he has served for the last five years.

Lauren Stewart has been director of the Maine Department of Public Safety’s Bureau of Highway Safety since December 2004. In this position, she oversees federally funded and state-funded behavioral highway safety projects and programs that are specifically designed to reduce traffic crash fatalities, injuries and property damage. The federally funded programs Ms. Stewart manages include activities to promote seat belt usage in adults and children, promote effective countermeasures for alcohol and drug impaired driving, reduce speed-related crashes through state-wide speed management and enforcement and decrease distracted driving. State-managed programs include the Implied Consent Program and a state-developed and managed driver improvement program

Veronica Vanterpool is the Deputy Director of the national Vision Zero Network, which is helping communities eliminate all traffic fatalities and severe injuries while increasing safe, healthy, equitable mobility for all. Prior to joining the Vision Zero Network, she served as executive director of the New York City-based Tri-State Transportation Campaign, where she spent 10 years. She worked closely with community residents, civic partners, agency leaders and elected and appointed officials in the greater New York metro region on key issue campaigns, including increased funding for transit; walking and biking infrastructure; congestion pricing; Complete Streets; and Vision Zero. She is a recognized leader in the transit sector having been appointed in 2016 at the recommendation of New York City Mayor Bill de Blasio to the board of the New York Metropolitan Transportation Authority, the nation's largest transit system. Born and raised in The Bronx, New York, Veronica is also on the board of the Bronx River Alliance, a Bronx-based organization working to protect and restore the Bronx River corridor.

Melissa Wandall is president of the National Coalition of Safer Roads (NCSR). She is also founder and president of The Mark Wandall Foundation, which provides assistance to grieving children and teens who have lost a primary family member or guardian.

Ms. Wandall serves as a spokesperson and campaign ambassador for Alert Today Florida, an organization that works to implement Florida’s Pedestrian and Bicycle Strategic Safety Plan. She is also a Ft. Lauderdale Vision Zero Champion.

Ms. Wandall’s efforts were recognized by The National Safety Council as a 2016 Distinguished Service to Safety Award winner. The award recognizes outstanding service and contributions to the field of safety, and it is the most prestigious award given to individuals by the National Safety Council.

Keith D. Williams is the chief of the Enforcement and Justice Services Division at the National Highway Traffic Safety Administration. Under his direction, the division provides national leadership in planning and developing improved driver education, licensing, enforcement, prosecution, judicial, and post-adjudication efforts. NHTSA’s speeding and speed management programs and initiatives are also managed by the division. Prior to coming to NHTSA, Mr. Williams worked for the Federal Highway Administration’s Office of Safety where he worked on many infrastructure-based highway safety initiatives.

Mr. Williams is a graduate of the Operations Academy Senior Management Program. He is chair of the Transportation Research Board’s Standing Committee on Traffic Law Enforcement and a member of the TRB Standing Committee on Transportation Safety Management and the Standing Committee on Management and Productivity. He holds a bachelor’s degree in business administration. Prior to federal service, Mr. Williams spent 25 years in law enforcement, retiring as a commander from the Anne Arundel County, Maryland, Police Department.
