To get a learners permit you must
Have a minimum age of 151
Before getting an intermediate or restricted license you must
Have your permit for 6 months1
Complete minimum supervised driving of 50 hours, 10 of which must be at night (none with driver education)
Have a minimum age of 16
Restrictions during intermediate or restricted license stage
Nighttime restriction 10 p.m. - 5 a.m.
Passenger limit (family members excepted unless otherwise noted) first 6 months—no passengers younger than 20; second 6 months–no more than 1 passenger younger than 20
Minimum age at which restrictions may be lifted
Nighttime restriction 12 months and age 17 or until age 18, whichever occurs first (min. age: 17)
Passenger restriction 12 months and age 17 or until age 18, whichever occurs first (min. age: 17)

1In West Virginia, learner’s permit holders younger than 18 may not drive between 10 p.m. and 5 a.m. and may not carry more than two passengers in addition to the supervising driver.
